The Embassy hosts convoys from other players. It is also required for creating or joining an alliance. An alliance host can increase the maximum number of members by upgrading the embassy.
Concerning the hosting of convoys from other players. Reinforcing another person’s city with your troops grants them control of those troops. The level of the embassy allows that number of ”’armies”’ to be stationed in the embassy’s city no matter its size.
You must also select the “allow troops of allied members to garrison your current city” option in the embassy to activate the garrison option.

Jayela has a level 3 embassy.
Verithwein sends four different armies to reinforce Jayela’s city. The first army has 100 Scout|scouts. The second army has 1000 of every type of unit
up to Cataphract. The third army has an additional 2500 Swordsman|swordsmen. The fourth army has 50 calvary.
The first, second, and third armies would be under Jayela’s control the moment they arrived at her city until she sent them home (done from the embassy). They will be available just like the rest of her troops from the rally point screen. The fourth army (only 50 calvary) would not be available, not because there was no more room for calvary, but because the embassy is only level 3 and can only host 3 armies.
If Jayela then sends home armies 1 and 2, she then still has access to 2500 swordsmen.

avoid war. The envoys lived and worked in an embassy in the other country or city.

This does not seem to be true. The garrison can come to your town, but you do not have any control over them, so you cannot use them to attack someone else.
Garrisoned troops will only defend your city when attacked.
