Advanced Tips – Building a War City
For most players, war cities will be the most essential component of their empire. A war city should have a primary focus on unit production and a secondary focus as an assault city. A war city should have a minimum of 10 barracks and should strive to reach 20 barracks. Resource production and population should be a low priority in a war city. Resources should be transported from other cities or be acquired by farming NPCs or plundering players. Production should be set to 0% in order to have enough population for troop training. Here is an example of a war city:

This city was created from scratch from the resources of the player’s enemies. It was originally a proxy city, used to temporarily launch attacks on nearby enemies. Fortunately for the player, the enemies were rich in resources and allowed the player to build much more than a rally spot and a feasting hall.
Notice how some buildings are missing. A forge is no longer necessary after building a workshop, except as a requirement to research military science. A workshop is no longer necessary after upgrading the walls to the desired level (level 9 or 10).
An inn is no longer necessary after leveling the feasting hall to 9 or 10. A player only needs one inn for all of his cities. A player can recruit from one inn at a city and reinforce her other cities with the hero and a scout.
A marketplace is considered essential for many players. Resources could be bought and sold with a marketplace. It’s likely that a war city will trade most of its gold and perhaps other resources, such as stone, for more food.
An embassy could be removed once a player becomes strong and doesn’t need any reinforcements. Then again, better safe than sorry! It could also be a good strategy for more passive players at a safe state to send reinforcements to war cities of members in the front-line. This way, a player can use troops to attack and still have troops for defense.
The city given as an example has 18 barracks. Two more cottages could be demolished, if the player wished. Or things could be left alone, since having no population starts to become a hassle at some point.

You need enough cottages to keep you population up! As well as it goes down when you recruit troops, so you need the high population to recruit more troops.
You need enough barracks so that when you recruit alot of troops you can split the time depending on the level of the barrack(s).
Absolutely! A player should upgrade cottages and town halls as soon as possible. 8 cottages should be enough for most players with some planning and micromanagement, which in turn allows for faster, efficient, and simply optimized troop production.
With a level 10 NPC city, 6 level 10 cottages are even enough! Personally, I’d still keep at least 8 cottages. If a player can take over NPC 10s, the player can also level his/her hero quickly.
Remember, this strategy is for building a war city between early to the beginning of late game (of the server). By late game, many players will have high level heroes, meaning way faster unit production (even instant), in turn requiring much more cottages.
